Demand driven placement model public charging infrastructure, Paris

The city of Paris wants to improve air quality in the city and is investing in electric mobility as one of the solutions to reach that goal. To take the next step in the expansion of the number of public charging options, the city wishes to research other public charging models that operate separately from the car sharing project Autolib.

In particular the demand driven contractmodel – present in other foreign cities in the Netherlands and Norway – could offer new opportunities

EVConsult was commissioned to perform a market study and make a policy recommendation for the deployment of demand driven placement of public charging infrastructure for EV’s. This recommendation allows the government to take a well-informed decision on an economically and spatially suitable rollout of public charging points according to the demand of EV-drivers. This advice is formulated in such a way that all further actions are clear to tender this project.

EVconsult performed a benchmark for similar cities (Amsterdam, London, …) presenting different aspects of public charging . This was the foundation for the policy recommendation that was formulated for the deployment of demand driven placement of public charging infrastructure for EV’s. This recommendation allows the government to take a well-informed decision on an economically and spatially suitable rollout of public charging points according to the demand of EV-drivers. This advice is formulated in such a way that all further actions are clear to tender this project.

Result (benefits)

  1. EVConsult has offered insight into the workings of a demand driven system with different contract models (concession, licences,..) taking cities in the Netherlands and Norway as a reference.
  2. A business case was made for the demand driven system of public charging points for exploitation of 3, 5 and 7 years with different funding scenarios.
  3. A proposition was made for the placement policy (conditions) of public charging infrastructure and parking policy measures.
  4. EVConsult formulated a recommendation for the most important contract terms (duration, risk, scope, ownership, exclusivity).

With this information the city of Paris can further determine its strategy and policy and proceed with tendering for public charging infrastructure.
